I have a table with below values, I need to put condition in Dataverse column in Action section, Here Material is choice column, if user select Stick, value is 100*5.3 and if user select Value is 200*6.3..like so on...need to calculate value to calculate value column.

You can easily achive this with Calculated field.

Hope you are doing good. As per OOB behavior this can be achievable.
Please follow below steps to achieve the same.
1. Navigate to https://make.powerapps.com
2. Choose the Respective Environment --> Expand Dataverse --> Click Tables
3. Select the Respective Table where Calculated Field Available --> Click Open Calcuation
4. Once Page Opened You can write Condition like below
