Hello together

I would like to customize the RTF control in a model driven app. According to Microsoft, this is possible if I enter the properties in a JSON file and create a new web resource with it.
Unfortunately, I cannot create a web resource with a JSON file.
Does anyone know how to do this? Or how to customize the properties of the RTF control for the model driven apps?
