Unable to Create a Flow- "Looks like that link is broken"

I have a PVA that I wanted to update one of my topics with a new power automate flow. When I attempt to Call an Action, and select Create a Flow, I get a message that the link is broken. I need help to correct this issue. Is this a known issue?
