Missing Site Map

End user's can't see the Site Map. The navigation part on the left side of the app. The end user is unable to switch to different queues that are set up. All user's that are able to see the site map or not able to see the site map have the same permissions of COE Basic User (custom permissions) and Basic User.

    The error indicates a licensing issue.  Please confirm the users have a Power apps Premium license OR the environment has sufficient Power Apps per App LIcenses (and the app is configured to consume said "passes")

    I am having the same issue of a non-displaying site map/navigation pane.
     
    I my app I have this setup:
     
    I have created three security roles (Admin, Edit and Read). They were initially created as a copy of the "Basic user" security role. I have created corresponding Teams in the environments - each mapping to an AD group such that we can maintain users in a central place.
     
    In my situation - how do I allow my users to see the nav pane? The security roles are already created and everything is set up.
     
    I have looked at the permissions for the App Opener Security role to see if I could figure out what to add to my existing Security roles, but it is really hard to figure out what to adjust.
