Copilot does not respond the same as the user's language
There is an alternative approach listed in blog post which give you some additional options by using power automate translation API and dataverse to store some of these localised messages and return based on user query

When I use AI general knowledge, it typically responds in the user’s language. However, I need tight control over the information sources, making this approach unsuitable.
On the other hand, the built-in multilingual feature is limited to a few languages, unlike AI general knowledge, which supports almost all languages, including our dialects.
By default, Copilot will not be accurate in changing the languages automatically. If the Copilot General Knowledge is enabled, sometimes it responds in user language.
But to make it work correctly, You need to try the Multi Lingual option. I have created a post regarding that.
