Unable to assign user (or group) to environment when CDS database is present

I am able to assign users or AAD security groups to an environment but only when a CDS database is NOT present.

If a CDS database is NOT present a user is able to switch from the default environment to another environment when he/she is added to the environment.

But when a CDS database is present I cannot do that. Can somebody give instructions how to do that?

I tried all methods described in

https://docs.microsoft.com/en-us/power-platform/admin/control-user-access

and in

 https://docs.microsoft.com/en-us/power-platform/admin/create-users-assign-online-security-roles

But I could not get it working 😞

    Hi @BartSchaap,

Environment maker gives the user the ability to make things (Power Apps, Flow etc.) within the environment. Not create other environments.

Take a look at this article on permissions
    https://docs.microsoft.com/en-us/power-platform/admin/environments-overview#environment-permissions

Hi @hshield thank you for your effort. I will check next week if this works for me as well. I am a little surprised about the role you assigned to the user. I don't want the user to be able to create his own environment, I only want the user to be able to access and create apps in this environment. Can you explain if that is possible?
    Best regards, Bart

    Hi @BartSchaap

I managed to replicate your issue for an environment that has a database and then was able to fix it.  Hopefully this also works for you.

Note: my environment has a Security Group assigned to it.

    Steps:

    1. Add User to the Security Group for the environment
    2. Give User a Power Apps license
    3. Give the User the Environment Maker security role

At this stage I would expect the User to be able to see the environment but they couldn't

    4. I then cleared the browser cache and cookies

The User is now able to switch to the environment
