Can not use Copilot Studio: stuck in "Setting up your copilot may take a while."

I am trying to use copilot studio for the first time, when I visit the page, it says " "Setting up your copilot may take a while.".  It has been in this state for 2 days!!

    I have had the same issue for 2 weeks--MSFT Support tried to fix it by adding more trial licenses but they never appear. There seems to be a significant bug in the process here.
