Is there a way to hide a button in an adaptive card based on the value of a button using a formula within the adaptive card?

PVA does allow you to use a formula with embedded PVA variables in it to express the adaptive card. That said, I'm not entirely clear if you can show or hide based on the value of another control in the adaptive card.  Have you checked or tried on https://adpativecards.io ?

You can use isVisible property of the element to do it. Remember to first switch to "Edit Formula" mode so that your adaptive card can take the variable.

Here is a video that goes into the details of how to do it: https://youtu.be/irMItSV6wLs
