If you are an administrator then you can see this front end editor. Note: only the administrator web role can see this tiny editor.
If you want to disable it
In portal management
1. Click web page access control rule
2. Change the web page access control rule to "restrict read" to both rules
3. Hit save and close
In portal studio
1. Hit sync config and browse the website. Press Ctrl + F5 together
The tiny editor will disappear
