Power Apps Per User / App Pass license

I am looking for some clarification and help in regards to the Per App Power App plan. 

 

I understand that you can assign app passes to an environment and when you create a canvas app you can specify if you want to use app passes. If you do whenever you share an app (Which uses premium features) with a user it will automatically allocate them a Per App license (As long as there are some available in the pool for the environment). If the user has permissions removed from the app the Per App license is removed from the user. With this they are able to use 2 apps (With premium features) and 1 portal.

 

The bit i am trying to understand is around assigning a user directly with a Per App license. If i assign a user a per app license directly through Azure AD it gives them the ability to use 2 apps (With premium features) and 1 portal. However, how is it decided which 2 apps i can use. As an example, a user uses App A and App B with premium features. They also now have access to App C. Which 2 apps would be covered by the license?

 

Is it determined through permissions to the app? So because App A and App B have already been shared App C cant be shared with the user? Is it based on a time period? 

 

Any help appreciated.

    You don't assign the per app licenses to the users. The passes are assigned when you share the app.

     

    There are a couple.of.other things you need to.do.such as enabling your app for passes

    Thanks for the response @jlindstrom .  So if you don't assign per app licenses to the user how does it work for the App Maker? Is it just the case that they create an app, in the app set the app to use app passes and as long as there are app passes available in the environment they will automatically be assigned a per app license?

    And also what happens in the scenario where someone decides to the share the app with the option "Everyone in my Org"? Does that mean it attempts to auto assign a per app license to everyone in the organisation? So if we are talking large orgs with over 200k plus is it a first come first served basis if there are only 1000 app passes in the environment?

    I don't know what would happen? This is one of those cases where you should just try it--try sharing the app with a group with 5 users and see what that does with your app passes
