PowerApps custom forms is the best way to integrate PowerApps with a SharePoint custom list. You can also create a stand alone PowerApps that uses SharePoint to integrate with list and libraries. If you have customized your SharePoint OOB form then those customizations are not ported into PowerApps. Any form changes would have to be re-created in the PowerApps form.

About PDF viewer control, so far you cannot use this control to manage the attachment from SharePoint list. You will have to use the attachment control inside a form.
