Hello all!
So i had a starter blank portal provisioned for a while where i did various testing and learning.
Now i decided to reset the portal and work on a complete project, so i followed this blog:

So i deleted the portal app itself and the website in portal management, but whenever i try to make a new portal it doesn't create any new website and any new metadata.
I also noticed this: 
where it doesn't have anything under modified and owner fields.
I also don't get any errors during the provisioning process and i can even access the portal admin center.
