I have a photo shoot next week where I will be photographing hundreds of people, my point of contact will be their email address. I am then to e-mail them their photo. Can I use excel power apps to do this.

Very broad question, but you could use Power Apps and a SharePoint Library and add the person's details in fields in the Library. I have a blog that should get you started.

Let me better define what I am trying to do. Create an Excel spreadsheet of email address on my desktop, link their individual photo (that would also be on my computer) to their email and send it to them.

I do not use Excel (as a database, it makes a good spreadsheet), however you would need to store the photos somewhere in a shared OneDrive folder and store the URL in an Excel field. You will need Power Automate to email the photos. All of this will not be a simple process.
Thank you for all your help. I found the answer using mail merge in word with a add on that allows attachment.
