Power Platform Community... I am looking for ANY tools to compare Dataverse tables... in the same instance or from different instances.
My searches are coming up slim to none.

I haven't personally tried any of these tools yet (not needed in any of my projects) but I hope you find in XRMtoolbox what you are looking for.

The description for this tools says that you can compare records between two environments. Not sure how much it'd be of help.

What kind of comparison are you thinking of? You can’t have two identical tables in one instance so are you comparing specific columns between two tables? What is the outcome that you would expect from this comparison, de-dupe or unique only?
you may want to look at capabilities of Power BI, it can do matches, data analysis and normalize tables for comparison if that fits the need.

Yes but how do want the comparison to happen. Are you looking at two columns within the rows and saying “if the these two match, they are equivalent” or are you comparing each column in each row?
are the table schemas the same such that there exists an exact match in the two compared tables? Ex: new_comparecol exists in env1 as well as env2.
i still think your best best is probably a power bi report to display matches based on an inner join.
