In SharePoint, there's a people column that references users in Azure AD/Office 365. Is there a way to have a column that can perform the same? From what I've seen, I only see users with PowerApps licenses to choose from. Any suggestions on how to best accomplish what I can do in SharePoint in Dataverse?

As per oob behaviour No, users with PowerApps license only can see in DataVerse environment in USER table.
If you want to use Office 365 users, Create a Table in DataVerse for storing custom User details.
Create a flow and Sync Office 365 Users with Custom Table.

Thanks for the fast reply. Is that considered the "standard" approach that various companies are using? Any suggests for how to go about setting up a sync with the Office 365 Users table and a custom table?

As @rampprakash stated, users can automatically be synced out-of-the-box (OOB) in the User (systemuser) table. Note however that by default those will only be active licensed (a valid Power Apps / D365 license) users. So not all users will be there. If you want inactive or unlicensed users to be automatically synced in Dataverse, you can import them in the User table as inactive status. This can be done with an Excel import, Power Automate, etc.
And to answer your last question, yes it's standard and the best practice. It is recommended not to recreate a User table because it comes OOB with the common data model (CDM).
