How to setup for singleton records?

I'm figuring out the in-and-outs of the Power Apps Catalog feature so that we can make the most of it.
 
I came across the Catalog Configuration table which apparently allows only a single record in the table to be created.
 
As a System Administrator, I thought I had access to the "New" link to create a new Catalog Configuration record, but apparently not.
 
Anyone know off-hand how this was accomplished?
 
Seems like a capability I could use elsewhere.

    You can create multiple catalogs, each one it will have one configuration.

    As your question was not about catalogs but how to set up Single Records, let me say its not a widely, discussed thing. As not to go against any NDA I have as an ex-microsoft on that team, here is what I suggest.

    I don't actually think I'll pursue this.  Was mostly for interest.
     
    But the catalog github site is interesting as I can see a number of open issues there, some of which I experienced.
     
    Let's me know that I'm not alone.
