Today in our environment we have the tenant license and the Microsoft Copilot Studio Viral Trial. However, I saw on the page: Assign user licenses and manage access - Power Virtual Agents | Microsoft Learn that it is necessary to acquire the Power Virtual Agent User License. I got confused about this issue because the pricing page only shows the reference price for the tenant license.
not sure, but I've clicked the page that you've provided and I don't see anything about Power Virtual Agents. Nevertheless, what you would need to work in Copilot Studio is:
1) Copilot Studio tenant license - both for consumption and for pre-paid 25k messages
2) Copilot Studio user license - it's "free" and it needs to be assigned to each user, who'll be using Copilot Studio to create agents.
