Looking for any guidance on putting some formality around acurately estimating the development of apps built on the Power Platform. I've got a good list of complexity factors already created but I'm surely thinking someone already built an estimation spreadsheet, or better still, a Power App that would spit out some estimates for a given list of features!

I use the Power Platform (among other tools) for a living to solve customer problems, and in my experience, it is never as simple as "this list of custom features will cost $_____". Or, you'll have lots of frustrating business experiences.
Customers change their minds, their needs evolve, and there is more than one way to accomplish many features. Customers will vary from "I need a firm, fixed price" to "here's a budget, work your magic" and everything in between.
My advice to you is to decompose the tasks you need to do to as small as possible and estimate from there. The more you don't know, the more you need to add to the price. For example, setting up an app in a fresh tenant for a small, unsophisticated firm is a completely different experience than attempting to put the same app into a highly-governed tenant. The difference in that situation is all about whether you get to make the decisions or if others have made them for you (and you have to live with those).
