Default environment - No permission on dataverse

I have a problem that I need your help with.
 
I am a global admin and power platform admin for the Microsoft 365 tenant.
 
When accessing the default MSFT environment, I cannot create a table in Dataverse because it displays the message: Create in your environment? You don't have permission to create here. Switch to another environment and create it there.
But as I said, I have all the highest permissions in the environment.
 
I have also tried to give myself the System Administrator permission in access management in the environment settings. But I cannot do it because, in addition to not appearing, it is blocked
only in other environments such as: dev, prd, etc.
 
Is this a standard limitation? Or is it an error? I have tried everything.

    1. You have to have a license there, which everyone in normal orgs, who have them will automatically show up as users here (not necessarily admins).
    2. Did you assign a security Group (or did someone else) to the Environment (which would have been... not bad... but bad)
    3. You very possibly do not have the right license. I have no idea what tenant type you have, what Subscription and License you guys have. Is it part of 0365, or M365, a standard D365 or Power Platform.
     
    It sounds like you have not been given proper access as a global admin and inside of 0365 Portal, Admin for Power Platform
    Go there and check, give it to yourself. THis is different than being an admin in the Environment

    I had the correct permissions, the problem was related to elevations, but the location to request permission for those who have PIM enabled was changed
