Is there any distinction in licensing costs between power app production environment and sandbox environment users?

So I have a tenant which has got a prod environment plus dev and test sandbox environments to do development in.

For security reasons, I don't want any users to use the same credentials for prod and other sandbox environments so I need them all to have seperate identities. Do I have to pay the same $10/month/user for my users in the sandbox environment like my production users?

I'm just looking at the pricing guide and I can't see any information this (https://powerapps.microsoft.com/en-us/pricing/)

Yes, different credentials are different users as far as Azure Active Directory is concerned. They will each need a valid licence, but if it is short term or testing purposes sign them up for a 30 day free trial or a developer licence.
