Power App Per App Licensing Question

We have been using PowerApps for years now, we had originally been using an App Pass Pool of which we had 200 passes.  As people used apps they grabbed a pass, and the pool reset every month...I miss those days, we had very little issues.  Last year Microsoft told us the app passes were gone and we had to migrate to Premium,  Per App, or Per App Pay as you go licensing.  We ended up getting premium for our creators and per app for the users.  I cannot find a really good answer as to how to track the usage of the per app licenses.  The premium users get assigned in the O365 admin console like most O365 licenses, but when looking at the Power Platform admin console, I still see our 200 app passes referenced, I see the numeric count of our per app licenses, but I cannot see where they are assigned to an app or user (I am able to see them assigned to an environment) .  As we have turnover how do we release the licenses, and reassign to another user?  I have asked our partner, Microsoft resources, and been trying to find anything that would help me manage these per app licenses.  Does anyone here have a way of seeing how these are being assigned or a way to manage them?  The licensing section in the power admin console shows counts but no detail and in the active user column there is only 1 listed.  Even for Microsoft this licensing scheme seems crazy to me.

    So unfortunately, not a great thing to deal with.
     
    1. Licenses are assigned as apps are Shared with them, so you have to keep track of what security groups (yes I am saying DO NOT have people just randomly add people as that makes this `1000000 worse), that apps are Shared Too. this way you can more readily keep track of... sort of who.
     
    You could do this by going through each Group that is used to share with Apps, and do a count of people. You could also verify if the group is actually being used by going through each App and seeing who its shared with...
     
    When people leave your organization etc, you need to make sure they are removed from the Groups that are used to share apps, and OR if they are individually added.
     
    So you will see a Count across your environments of usage, but its up to you to (I know it stinks) to create a process to track who you are sharing apps, where environments are setup for Per App Settings
     
    That is the best answer right now. Microsoft IS working on something to cover consumption reporting, but WHO knows when it will be there.
     
    Until then to the best of my knowledge what I said above is accurate.
     
    And to NOTE, I do NOT normally respond to licensing things because of how they are... but the above is the way in which I handle it and after checking again, appears to be the only way to really do it.
