You can try restoring your Dataverse environment. If you have new data in your existing environment that you need to keep then restore to a new environment and then move the portal using a Power Pages Solution or the CLI.
Generally wouldn't recommending deleting it. In theory you can create another one, but it would be a pain, you would want to do something like the following at a minimum:
Backup your existing Site (e.g. download using the CLI)
Create a new Web Page that you want to use as home
If other existing Web Pages with Home Page as the parent, reparent them to the new Page
Update Web Link set(s) with links to the Home Page
Update any Web Files that are linked to the Home Page
Update Site Marker "Home" to use new Page
Check anything else hanging off the existing home Web Page (as you may need to reparent or recreate them e.g. Web Page Access Control Rules if applied to the Home page)
