I need to understand if the virtual agent can launch an executable on the user's PC.Specifically the Microsoft Support and recovery assistant for Office.

No, this is not possible.
Let's say that you publish your PVA to a 'website' channel.
In this scenario, the bot would operate under the same boundaries of any browser app. Because it would be a security vulnerability for a web page to launch executables on the local computer, this action is disallowed.
Ok, what if my PVA would run in MS Teams desktop app, same issue? thanks
Yes, you would have to same issue in Teams.
The only action in PVA that comes close to accomplishing this would be to call a Flow. With a cloud Flow, it isn't possible to start a process on the local machine.
