Internal user not in list so I can't grant access

I have a user that is in our org, but when I key in her name it says that she isn't.  I have confirmed that her email is correct, and I know that she is licensed becuase she is also a Power BI user and I have recently granted her access to reports there.  any help is greatly appreciated.cant find user.PNG

    I have had this error before when the app was already shared with the user, as part of a distribution list they were part of. Maybe that's the case for you to? I found the error message a bit misleading then too.
