What is the difference between a system and a user dashboard?

A user dashboard is a dashboard that an end-user creates himself/herself. Think of it as a 'personal' dashboard.
A system dashboard is one that an app-builder or administrator creates and shares with multiple end-users. The app builder would share the dashboard by publishing it.
Thanks for the reply. If I would like to make a dashboard that is visible to other members of my team. Can I create both a user or system dashboard to achieve this goal?.

Yes, you can. Creating a system dashboard is the typical approach as you can easily add that to a solution and manage/deploy the dashboard through that.
Just to confirm, I can also create a user dashboard and simply share it with specific members in my company/team?.

From the user dashboard that you've created, you would click the 'share dashboard' button and select the specific members in your company/team with whom you wish to share the dashboard.
