Hi all,
I'm trying to have a my data source refresh automatically every hour on the 05 minute mark, as the data source will be updated with new data on the hour. Is there a way to schedule functions for a specific time of day rather than using a timer? The timer starts when the user opens the app so it wouldn't sync up to real time properly.

Your only option for timing things is through a timer.
I would suggest that you set a timer to autorun for a 1 minute duration. In the timer OnTimerEnd action, you can put the logic to sync with real time.
ex.
If(Minute(Now())=5, Refresh(yourDataSource))
This will then look to see if it is minute 5 (5 after the hour) and then it will perform the refresh.

Let me take a min to explain how the data source plays a role in PowerApp, Datasource will be loaded with an associated list/table in the App. PowerApp loads the data sources on the app as and when user open the App and the same can be refreshed during the user session time. Having said that the scope of the datasource is at app level can't be accessed / updated outside the app.
In this scenario, only timer is the best solution.
