I have created a single table and form based on a spreadsheet. This will be used by people to provide information for review/approval. The approval stage requires the approver to view the information and to complete a new form which is linked to the first form.
Should I create a second table for the approver and link the two tables? Or keep in one table and hide the approver section from the submitter ? If the latter how do I hide the approver section, can this be achieved with security roles?
Easiest way to achieve this is via 2 different forms , each form should be controlled by a specific security role.

Approver and submitter should have a different security role and the table should be assigned from the submitter to the approver based on a specific action and will be totally dependent on your business logic.
