We are just beginning our journey into Power Apps and one of the things I'm a little fuzzy on is the https://make.powerapps.com portal. Is this portal just to be used as a backend for the developers of the application, or is it also an appropriate launcher/player for staff that will consume the app?
I have access to two applications that reside in different environments. I have a proper security role (based off min prv apps use), can access each app through https://org.crm3.dynamics.com/appid, yet when I login to make.powerapps.com, I don't see the apps listed and the only selectable environment for me is the default one (where neither app resides).
Is there a special permission that needs to be granted to read the apps in an environment?

In general yes, the https://make.powerapps.com portal is for developing apps. It is also a convenient way to see a list of apps that you can run. But to see an environment and its apps in the portal you need to have 'maker' permission to the environment. Everyone is a 'maker' in the default environment, but you may not have that permission in other environments. If you aren't a maker you can still run apps that have been shared with you by a direct link to the app. In your case I suspect you are not a 'maker' in the other two environments.
