Looking through the MSFT documentation on permissions and predefined security roles. From my understanding, you could import a solution if you meet any of the following criteria:

That is, correct, those out of box roles can import a solution. If you were creating a custom role that you wanted to be able to import solutions, they would require Create privileges against tables that represent component types under the Customization tab (e.g. Entity, Web Resource, etc.), and some miscellaneous privileges such as Import Solution.
