How to manage Environment

Hi,
 

We are working on improving governance for Power Automate flows, especially those created by students and they have only access to default environment Our goal is to monitor and manage dormant/inactive flows and establish a proper governance process.

We currently have access to the Power Platform Admin Center, but we’ve noticed that some flows are not visible there. We have also installed the CoE Starter Kit, however we are not yet fully familiar with how to use it effectively for monitoring and reporting.

At the moment, students have access to the Default environment and are creating flows there. We would like guidance on the following:

  1. How can we ensure full visibility of all flows across the environment, including those not currently appearing in the Admin Center?
  2. How can we properly use the CoE toolkit to monitor:
    • Newly created flows
    • Inactive/dormant flows
    • Flow usage and ownership
  3. How can we track when a new flow is created and identify which connectors are being used?
  4. How can we apply and enforce DLP policies for the Default environment, especially for student usage?
  5. Is there a way to set up automated alerts or reports (e.g., weekly) for new flows, connector usage, and compliance risks?

We are aiming to implement a structured monitoring and governance approach and would appreciate your guidance on best practices and available tools.

    I would recommend the CoE Toolkit for complete flow visibility and governance — it has far more capability than the Admin Center alone, especially for tracking inactive flows, connector usage, and maker activity.
     
    I would also recommend doing a cleanup of the Default environment to remove abandoned and dormant flows as a starting point.

    To implement governance for flows in Microsoft Power Automate (especially in the Default environment):
    Key Insight
    • Power Platform Admin Center does not show all flows
    • Use CoE Starter Kit for complete visibility
    Governance Approach
     
    1. Visibility
    Use CoE to track:
    • All flows
    • Owners
    • Runs
    • Connectors
    2. Monitoring
    Identify:
    • New flows
    • Inactive/dormant flows (e.g., no run in 30 days)
    • Usage and ownership
    3. Connector Tracking
    • Use CoE to monitor connectors used
    • Detect premium or risky connectors
    Control (DLP Policies)
    • Configure in Admin Center
    • Categorize connectors:
      • Business / Non-Business / Blocked
    • Restrict risky connectors for students
    Alerts & Reporting
    Use CoE dashboards or Power BI

    Create flows for:
    • New flow alerts
    • Inactive flow reports
    • Compliance risks

    Just like to share if you are planning to use COE, do a proper assessment as I don't see any latest release and concerns on the roadmap.  Microsoft might have a plan to have the necessary features in the Power Platform admin center 

    As a quick win i would suggest using admin connectors to get all flows, app as a start.
