Copilot Studio Agent in Canvas App Not Responding to PDF-Based Questions

Hi everyone,

I’ve created a Copilot Studio agent whose only data source is a PDF document. I then integrated this agent into a Power Apps Canvas App using the Copilot control.

 

So far, the integration works as expected:

 

  • The Copilot icon appears floating in the bottom‑right corner of the app.

  • The chat window opens correctly.

  • The agent can answer general questions that are not related to the PDF data source.

However, the problem is that any question related to the content of the PDF returns no answer at all. There is no error message—just no response. It seems as if the agent cannot access or use the PDF inside the Canvas App, even though it works normally inside Copilot Studio.

 
 
 

Has anyone experienced this issue or found a workaround?

I’m trying to understand whether this is a configuration problem, a limitation of the Copilot control in Canvas Apps, or something else.

    This is a known limitation of the Copilot control in Power Apps Canvas Apps today.

    While PDF knowledge sources work correctly when testing the agent inside Copilot Studio, that same PDF‑based grounding isn’t currently supported when the agent is surfaced inside a Canvas App using the Copilot control. In that context, the agent can answer general questions, but questions that rely on PDF content may return no response, without an error.

    You’re not misconfigured — it’s a platform limitation.

    To help suggest the best workaround, could you share a bit more about the business scenario you’re trying to enable?
     
    For example:
    • Why does the copilot need to live inside a Canvas App? can share it on teams or M365 copilot agents list?
    • What are users trying to do with the PDF (search, summarize, extract data, guidance, etc.)?
    With that context, it’s easier to recommend the right alternative (different host, flow‑based approach, restructuring the data source, etc.).

    With a Copilot Studio agent backed only by a PDF and surfaced in a Power Apps Canvas App (Copilot control), here are the key considerations and improvements:

    What works well
    The agent uses retrieval over your PDF (semantic search + grounding) to answer questions.
    Easy embedding in Canvas Apps for end users—no custom UI needed.

    Common gaps to watch
    Chunking/quality of PDF: Scanned PDFs or poor structure reduce answer accuracy.
    Hallucinations when answers aren’t in the document.
    Limited context awareness of app data (it only knows the PDF).

    Best practices

    1. Improve the knowledge source
      • Use a text-based, well-structured PDF (headings, sections).

      • Split large PDFs into topic-based documents for better retrieval.

    2. Tighten grounding

      • Enable “only answer from sources” (or similar setting).

      • Add citations so users see where answers come from 

    3. Prompt design

      • Add instructions like: “If the answer is not in the document, say you don’t know.” 

      •  
    4. Add context from the app

      • Pass user/context variables (e.g., customer ID, case type) into the Copilot control to guide responses 

    5. Fallback & actions

      • Configure fallback topics (e.g., create a ticket, escalate).

      • Use Power Automate actions for workflows beyond Q&A  
    6. Testing & tuning

      • Test with real user questions; refine content and prompts.

      • Monitor usage and refine weak areas.

    thank you for your answers!
     
    After a long trial and error process in the last months, I can say that the copilot now responds to the questions based on a pdf data source - from inside the canvas App!
     
    To be honest, I dont know what I did different, maybe Microsoft enabled the functionality in the meantime. 
     
    Nevertheless, I am happy that we can now work with the copilot control from within the canvas App with our own PDF based knowledge sources.
