User File Uploads | GCC Question

Hey there!

Does GCC allow File Upload for end-users? I've been scouring the documentation for this, but can't find a clear answer. The setup scenario here:

Makes no mention of Government or GCC, however this option also doesn't exist in our tenant (I'm assuming the absence of this option indicates it doesn't work in GCC - as we're also on a 2 year old GPT 4o model that we cannot change). 

We have a department that wants to analyze image and PDF uploads, of which are supported file types, however we only get generic "Sorry, something unexpected happened. We’re looking into it. Error code: SystemError. Conversation ID:" errors when doing so.

    In GCC environments, Copilot Studio does not currently provide full support for end-user file uploads or multimodal (image/PDF) analysis.
     
    The absence of the upload option and the SystemError you’re encountering indicate that the required backend model capabilities are not available in your tenant.
     
    This is a platform limitation rather than a configuration issue, and the recommended approach is to handle file processing through external services like Azure AI
     
    and pass the results back into Copilot.

    Advanced collaboration features and third-party integrations are often limited or disabled by default in Microsoft 365 Government Community Cloud (GCC), particularly in GCC High and DoD environments.

    These restrictions are designed to maintain strict compliance with regulatory requirements (e.g., FedRAMP High, DFARS 7012, and NIST 800-171) by restricting data flow to authorized users and isolating the infrastructure. Source
     
    The absence of the file upload option in your GCC tenant and the "SystemError" messages when attempting uploads indicate this is a platform limitation specific to GCC, not a configuration or licensing issue.
     

    This limitation applies to features documented for commercial tenants (like the one at https://learn.microsoft.com/en-us/microsoft-copilot-studio/image-input-analysis), which do not mention GCC support.

     

    The "Sorry, something unexpected happened. Error code: SystemError" message when uploading images or PDFs in Copilot Studio typically indicates that this feature is not supported or enabled in your tenant environment.

    Given your description and the known platform limitations:

    • File upload and multimodal input (image/PDF analysis) features are currently not supported in GCC or restricted environments.
    • This results in generic errors like the one you see when attempting to upload supported file types.
    • The issue is not related to file format or size but rather tenant-level or platform-level feature availability.
    • The recommended approach is to handle image and PDF processing outside Copilot Studio (e.g., via Azure Cognitive Services or other AI services) and then feed the extracted or processed data back into the agent for conversational use.
