🔍 Root Cause: Required endpoints are being blocked or unreachable
Microsoft Power Platform requires connectivity to the internet. The endpoints listed by Microsoft should be reachable for customers using Power Platform services — if you can't access a service or specific URLs fail to load, a proxy or firewall might be configured to prevent access to server resources. The ERR_CONNECTION_RESET on oneshell and shellbootstrapper and the 404 on JavaScript layout chunks means the browser is connecting but the response is being dropped mid-transfer — a classic symptom of ISP-level throttling or deep packet inspection in the network path.
These errors (ERR_CONNECTION_RESET) usually point to a network, access, or service-related problem rather than a client-side configuration issue. If you're on a corporate or restricted network (VPN, office Wi-Fi, etc.), it may be blocking required endpoints for Microsoft Copilot Studio. Try accessing the site from a different network, for example a mobile hotspot. Microsoft Learn
✅ Steps to try, in order:
1. Test immediately on a mobile hotspot
Disconnect from your current Wi-Fi/network and use your phone's hotspot. If Copilot Studio loads, your ISP or local network is the problem — not your account or browser.
2. Whitelist the required Power Platform domains
To avoid connectivity issues, ensure the following essential domains are included in your allowlist and that connectivity to these domains isn't blocked: *.microsoft.com, *.powerplatform.com, *.powerapps.com, *.dynamics.com, and *.azure.com. Microsoft Learn
For Copilot Studio specifically, also add:
copilotstudio.microsoft.com
*.powerva.microsoft.com
oneshell.microsoft.com
eu-mobile.events.data.microsoft.com (telemetry — causing your CORS error)
3. Check WebSocket support on your network
Several Copilot integrations rely on WebSockets (WSS) to deliver a streamlined user experience. Some customer networks might not be configured to handle WSS connections properly, which can result in Copilot application failures. Holgerimbery Ask your IT admin or ISP whether WSS traffic is allowed.
4. Enable "Move data across regions" on your Power Platform environment
Copilots and generative AI features aren't available in all regions and languages. In some cases, even where there's some in-region capacity, data may still have to move outside of the region for availability reasons. You might need to allow data movement across regions to use Copilots and generative AI features. Microsoft Learn
To do this: go to Power Platform Admin Center → Environments → [your env] → Generative AI features → Edit → check "Move data across regions".
5. Try a VPN routed through Europe or the US
As a temporary workaround, routing traffic through a VPN endpoint in Europe (e.g. West Europe) typically resolves regional connectivity issues for Power Platform services in Africa.
⚠️ Note on regional availability
Nigeria is not currently listed among the regions with primary Azure infrastructure for Power Platform. The table of supported regions lists where Power Platform environments are hosted and the corresponding regions where the Azure OpenAI service is hosted — enabling "Move data across regions" is required for users in regions without local Azure capacity. This doesn't mean the service is unavailable — it means your traffic needs to route to the nearest Azure region (likely West Europe or South Africa North), and the "Move data across regions" setting enables that routing properly.
