Power Automate Flow Not Triggering for Standard Users When Launched from Power Apps

Dear All,
We are facing a critical issue in our Power Platform environment and would greatly appreciate guidance from the community.

We are encountering a problem where a Power Automate flow does not execute for standard users when triggered from Power Apps. The flow only runs successfully for users with System Customizer access. For all other users, the flow fails to trigger from the app.
However, if the flow is manually shared with a user, it runs without any issues.
This behavior is consistent even after creating a new environment, which indicates that the issue is not environment-specific.

Issue Summary

  • Problem: Power Automate flow is not triggering for users without elevated privileges
  • Trigger: Power Apps
  • Observation: Flow works only for System Customizers
  • Expected: Flow should run seamlessly for all relevant users without manual sharing
  • Impact: This is affecting our UAT progress and delaying our overall go-live timelines

A screenshot of the error message has been attached for reference.

Can you try assigning the user with App Opener security role from admin center or when sharing the app from classic app sharing experience.
This role gives basic access to process and work flow system tables

    Hi @Power Platform 1919

As the client has 35K + user, it is not possible to provide access to each and everyone.

Previously this would work without any sharing of flow or providing any access in Power app environment.

Also, i am using SharePoint as database not Dataverse.

Please provide another way, if possible.

Just to be sure, did you test the security role and is it allowing users to run power automate flows?

I assume you are sharing the app with users (using entra groups or distribution lists).
If yes, just assign the security role to that group and all users will have the required access due to group inheritance.

And you can do this from power platform admin center also.

And lastly, I will wait for others to answer, may be they can provide better solution

Are the App and Flow located in the same solution file?  Or were they added to the environment manually?  The behavior you are describing happens frequently when exporting/importing apps/flows without a solution.

    Hi @Pstork1,

    Thank you for your response.

Yes, both the app and the flow are part of the same solution. The solution was imported from the Dev environment to the UAT environment, and the issue is occurring only in the UAT setup.
