Power Platform form access: what is the minimum licence required for users?

As part of an automation project on Power Platform, I implemented the following process:
-A form is provided to users to upload PDF files (quotes to compare)
-Upon submission, a new row is automatically created in Dataverse
-This row creation triggers a Power Automate flow that processes and compares the quotes
While testing the sharing process, I realized that users need a license in order to access the form, fill it out and submit it.
 
Context:
-20 users are involved
-Users do not necessarily need direct access to Dataverse or Power Automate, only to the form
-Objective: minimize licensing costs while enabling the use of this automation
 
My questions are:
-What is the minimum license required for users to fill in and submit the form?
-Is there an alternative (e.g., Power Pages, Microsoft Forms, or others) that would avoid licensing each user?
-Is there a recommended architecture for this type of use case (file upload + Dataverse trigger + automation) with a limited number of users?

Dans le cadre d’un projet d’automatisation sur la Power Platform, j’ai mis en place le processus suivant :
-Un formulaire est mis à disposition des utilisateurs pour déposer des fichiers PDF (devis à comparer).
-A la soumission du formulaire, une ligne est automatiquement créée dans Dataverse.
-Cette création de ligne déclenche un flux Power Automate qui traite et compare les devis.
Lors de mes tests de partage, je me suis rendu compte que les utilisateurs doivent disposer d’une licence pour pouvoir accéder au formulaire, le compléter et le soumettre.
 
Contexte :
-Environ 20 utilisateurs sont concernés
-Les utilisateurs n’ont pas nécessairement besoin d’accéder directement à Dataverse ou à Power Automate, uniquement d’utiliser le formulaire
-Objectif : minimiser les coûts de licences tout en permettant l’usage de cette automatisation
 
Mes questions sont les suivantes :
-Quelle licence est strictement nécessaire pour permettre à ces utilisateurs de remplir et soumettre le formulaire ?
-Existe-t-il une alternative (par exemple via Power Pages, Microsoft Forms, ou autre) permettant d’éviter de licencier chaque utilisateur ?
-Y a-t-il une architecture recommandée pour ce type de cas d’usage (collecte de fichiers + déclenchement Dataverse + automatisation) avec un nombre limité d’utilisateurs ?

    Hi Good Day 
     
    If the form is connected to Dataverse, then you should have a premium licence. If you want to avoid it, I would recommend using a SharePoint list and SharePoint forms
     
    Create a seperate Power Automate flow to process the files and save in the Dataverse
     
     
    You can also use Microsoft Forms 
     
    Note: If Power Automate or apps are connected to Dataverse, then we need to have a Dataverse licence

    For Dataverse reading/writing directly (or indirectly) from Power Apps, all users need a premium licence. I note possibly indirectly as for a lot of back-end syncing, you need to read the Multiplexing guide (the link is a PDF download) as determine whether your proposed process complies with your licence.
     
    However MS Forms may be a good alternative here and would only require one Power Automate Premium licence to access the premium data source.

    You can achieve the same functionality without licensing all users by decoupling the frontend (Forms/SharePoint) from Dataverse and keeping premium components only in the backend.
