App created using "Power apps Plan" will not open

So I saw this option Friday 4/11 and decided to use it this week. Seemed to go smoothly, but nothing will open.
 
I see this message:
 
 
I've tried reloading and also restarting the PC, no change.
 
When I Check Access, I get:
 
 
I am in process of reaching out to our IT, but this can be slow.
 
Any thoughts?

    Sorry I was not clear... I saw that creating a "Plan" is an option. It popped up like an Ad when I started power apps looking at an app I am already working on.

    I followed the instructions this AM; it created tables and apps, but when I try to see the apps, I get the above...
