Which Power Program Would be Right for a Customer Order Form

My company is trying to transition from an Order Form built in Excel to either Power Forms, Power Apps, or Power Pages. 
 
I have our customer's history modeled into a dataflow in Microsoft Fabric, and on the Order Forms I'd like them to be able to select a SKU they've previously purchased and see their purchase history of that SKU. 
 
I've looked into which program can both have data uploaded into it from a dataflow in Microsoft Fabric AND then allow customer input to get back to us, but I can't decide which program can do both of these features. 
 
Here are the issues I've run into with the three programs I've researched: Power Forms seems to not allow refreshable data to be uploaded through Fabric, Power Apps seems to be internal use only and not be allowed access by outside parties, and Power Pages seems to cost $200 per month per customer site (we have several customers).
 
Is there another Microsoft Program that would allow me to upload data into it from Microsoft Fabric, and then allow customers to input Order Quantities? Is there any work around the programs I mentioned to allow what we need?

    Thank you FLMike! Just a quick follow up question that I can't easily find the answer to: do these granted licenses cost anything? 
     
    The Scope of the Report is to have customers go to the App which will have Items to Purchase populated in the background, and the customer would have the option to select the Item they'd like to purchase. When they select the item to purchase, I want to have a column of what they've purchased of this Item, a column of what they have on order for this Item, and the cost to them of the item - all of this I've already modeled in Dataflows, I just don't know how to get them into Apps just yet. But if customers are able to use a Power App that I set up, this might work. How can I find out more about the cost of granting these types of licenses to our customers? Thank you again!

    Hi,
     
    I would need more details to really provide you a detailed answer. One thing, however, is that its not true that Outsiders cannot access Power Apps.
     
    However, they would need to be added to your Tenant as a Guest and given a license. Just wanted to clarify.
