If you share the list, you share the records and attachments - are you saying the attachment is not to be shared ?

    • Is Power Apps Shared with User - If Yes user can able to access the app.
    • Is DataSource using by the Power Apps is being shared with user - (i.e.) SharePoint Site access is provided to the end user replicate the similar level of permission what the current user is having.
    • If the SharePoint Site Objects (List / Library) is having any custom Permission go to the relevant site objects and provide the permission of the new user.

    Permission for Site
    • SiteUrl/_layouts/user.aspx - this will take you to sharepoint user permisison page

If you have done all these steps then issue will be resolved.

    • Is the Datasource using by the Power Apps is being shared with the user (i.e.) - considering SharePoint as DataSource is the site access been provided to the user sharepointsiteurl/_layouts/user.aspx navigate to this path and replicate the similar permission for the new user.
    • Is SharePoint Site Objects (List/ Library) having custom permission - If Yes navigate to the site objects and provided necessary permission to the target user.
