Run Power App with F1 Licence

I am trying to build a Power App for a Team where all users have Microsoft 365 F1 licenses.

My understanding is that if the app only uses standard connectors, users should be able to run the app inside Teams, for example as a tab in a channel.
However, I cannot get this to work.
What happens:
  • When users open the app inside Teams, they get the message: “Something went wrong trying to reach your app.”
  • If they try to open the app in a browser, they are told that they need a Power Apps license.
To rule out connectors completely, I created a very simple test app with only a single label and no real logic. The result is still the same.
What I have tested:
  • Created the app from make.powerapps.com and then added/shared it to Teams
  • Created/published the app from the Power Apps app inside Teams
  • Verified that the users are members of the same Team where the app is published
  • Tested with an app that has no connector dependency beyond the absolute minimum
In both cases, users still cannot open the app.
So my question is:
  • Should Microsoft 365 F1 users be able to run this type of app inside Teams?
  • If yes, is there some extra requirement around environment, app type, sharing method, or Teams publishing that I may be missing?
To simplify; All I really want to accomplish is for F1 users to run the app.
I already talked to a moderator in learn.microsoft.com, and was refered here.

I tried to do some reasearch, and for me it seems like they should be able just to run it. They are able to open the powerapp-app inside Teams, so I would assume then they should be able to run the app, not modify, edit or create.

The F1 plan does not include Power Automate or Power Apps. You will need at least an F3 license as noted here Compare Microsoft 365 F1 & F3 Plans and Pricing for Frontline Workers | Microsoft 365

F1 users can run Power Apps—but only if the app is built inside Teams.

    Root issue
Your app was likely created in the default environment, which:
    • Requires a Power Apps license
    • F1 users cannot access
    Correct requirement
To work for F1 users, the app must be:
    • Built using Power Apps for Teams
    • Inside Microsoft Teams
    • Using Dataverse for Teams environment
    Fix
    Create the app from:

    • Teams → Power Apps → Build tab → Select Team → Create app

    Thanks for the replies!

Yes that is my understanding as well @11manish.

Still I tried to create the app inside Teams, and selected the correct Team. When I published the app, it was confirmed "This version of the app will be published in the [Team-name] enviroment. (Basicly tried to follow your fix as close as i could).

(The app I tried now, only had a simple label with the text "Test").

I then selected the channel the app should be added as a tab.

I tested the tab with an account with Microsoft 365 F1 licence.
When i selected the tab, the message
"Something went wrong, and we can't open the app right now.".
(I gave it some time in case it was something with sync)

I want to make it clear that my goal is only for the users to run the app. I understand that the F1 licence can not modify, create or delete apps.
