Why Do Power Platform Services Become Read-Only?

The Power Platform—comprising Power Automate, Power Pages, and Power Apps—empowers organizations to build scalable, secure, and efficient applications and workflows. However, users may encounter situations where these services unexpectedly switch to read-only mode, limiting their ability to make changes or perform critical updates.
Common Reasons for Read-Only Mode in Power Platform Services
Administration Mode
What Happens? When an environment is placed in Administration Mode in the Power Platform Admin Center, all apps, flows, and pages in that environment may become read-only.
How to Fix:
Go to the Power Platform Admin Center.
Select the environment.
Disable Administration Mode to restore full functionality.
License Expiry or Issues
What Happens? If licenses for Power Platform services expire or are not properly assigned, components within the environment may switch to read-only.
How to Fix:
Check license assignments in the Microsoft 365 Admin Center.
Ensure licenses for Power Automate, Power Pages, or Power Apps are active and correctly assigned.
Permissions Issues
What Happens? Misconfigured permissions can result in read-only access to Power Pages, flows, or apps.
How to Fix:
Ensure users have the correct Web Roles (Power Pages) or Co-owner/Owner permissions (Power Automate and Power Apps).
Verify Dataverse security roles for Create, Read, Update, and Delete permissions.
Maintenance or Outages
What Happens? Scheduled maintenance or unexpected service outages can temporarily restrict write access across Power Platform services.
How to Fix:
Check the Microsoft Service Health Dashboard for updates on ongoing maintenance or outages.
Wait until the maintenance window concludes.
