"Return to the Workplace" solution in Canada: Power BI data refresh failed - column not found

I am trying to install the "Return to the Workplace" solution. I got to this point in the deploy guide:

Step 3: Configure and publish Power BI dashboards > Install template app for dashboards

The dashboards installed, but when I tried to complete the section "Connect to data sources" for the "Leadership" and "Facility" datasets, the refreshes failed with this error.:

Processing error: The column 'stateFIPS' of the table wasn't found.

Cluster URI: WABI-CANADA-CENTRAL-redirect.analysis.windows.net"

Any suggestions on what is causing this and how I might fix it? Do any of the following sound like they may be the cause?

  1. Someone else (D365 tenant admin, I think) created the environment for me and installed the solution, but didn't grant me access to the tables in the Dataverse.
  2. I am installing this solution in Canada and some table in the public data I am connected to is a Canadian version that has a province, not a state.
  3. I have trial Power BI Premium and Trial Power Apps Premium licenses, and somehow the public data is not available to me?
