I have a company with eight to ten users and they need to use an app designed by PowerApps and Power Automate. so they ONLY need get access to PowerApps, Power Automate and SharePoint. and might extend it to PowerApps Premium in case of using Dataverse.
I have googled many websites but couldn't find a clear answer. I need to create a new tenant for them but What license would be best to buy for those users. and do I have to pay to create a new tenant?

If the tables are related to the PDFs in the library then you won't need a separate Power Automate license. A Power Apps premium license will cover both.
Thanks again, Last Question, the App has document library to store the pdf files and two relational dataverse tables, one for item history and one as a metadata, this table has one column called file link, so when a new item created, I need to create a flow to get the link of the file and update the table row with the file link. do I need power automate license for that or PowerApps premium is enough to cover this.
Yes, if you have the Office 365 licenses then you can purchase either per user or per app Power Apps licenses to create Power Apps with Dataverse. I don't think you'll need a Power Automate license if the main focus is building apps with back end data sources. Power Automate licenses are useful for high capacity standalone flows and working with a combination of cloud flows and Desktop flows. But its not needed to create a flow that is related to an app that uses Dataverse. The Power apps license would cover that.
Sorry, got it, I just found it under the tenant services purchase. If I bought this license, I still can purchase PowerApps and Power Automate Premium license if Dataverse database is needed to increase performance right!

The cost of the tenant is included with the cost of the individual user licenses. If all they need is Power Apps, Power Automate and SharePoint as a data source the least expensive license would be Microsoft 365 Business Basic at $6.00 per user per month retail. That includes SharePoint, Excange/Outlook for email, and Power Apps/Power Automate. Microsoft 365 for Business | Small Business | Microsoft 365 It doesn't cover Dataverse.
