Sign In page still visible to logged in users

Hi All,

I have 2 issues which I believe are related. First one is, when I am logged in , if I go to the sign In page by pasting the url on the browser it takes me to the sign In page. But on the top bar I see that I am already logged in? This is a contradicting behavior, how can I prevent this? Please see the screenshot below.

For the 2nd scenario, when I click on logout it takes me to the sign in page, but on the top bar I still can see the user name, so it is not really logging out the user. This is not always happening, sometimes the user is logged out correctly but I thought this might be related to the first scenario or to the session timeout or the web roles.
