Power Pages Error when creating a new site

We are starting to explore the uses of Power Pages. I have been able to create a Page successfully, however, another person on my team cannot create a new page. They receive the message "You don't have required permission to create Azure Active Diretory applications in this tenant". The user appears to have the same permission I have, but I must be missing something. Does anyone know where this permission is located?
