Sharepoint workflow approval

Dear Expert
 
I have to customize a specific approval workflow using powerautomate and sharepoint fuctionality, but I am facing some difficult to design the flow, so I am asking your help to understand how to build the flow, because there is one part in the flow that I dont know how to manage.
 
I will explain briefly the flow:
 
Step 1) creation of request by one user, for example travel expense request. I am thinking to manage this step using SP list fuctionality or MS form fuctionality
 
Step 2) the previous request created at step 1) should be completed by another user, filling different value and attaching also one excel file. This is the step that I am facing some issue to customize because I have no idea how to do it.
 
Step 3) approval of the request based on matrix approval person, more or less I have an idea how o manage this step.
 
any idea how to buil the flow and how to manage the step 2)?

    Hello Sandeep,
    I don't know how to create a worflow where the first user create a request, that can be a sharepoint list item or MS form, but before to start the approval workflow this request should be completed by another user. So suppose, the first user add an item to the sharpoint list, then the second user should complete this item (adding an excel file for example) then the approval work flow should start.

    If you use MS forms in step one and create a SharePoint list item for each response/request you can give the users of step 2 edit permission to that list and let them add the additional values.
     
    SharePoint Online list items also support adding attachments, so you they can simply upload those to the item itself.
     
    So, based on the requirements you shared so far you might only need to give the users of step 2 access to the list.
