I've been building PowerApps for several years but I'm new to Power Pages.
With PowerApps we use the standard Dev/Test/Live environments for ALM and use managed solutions to migrate from dev to test and live.
Importantly, with PowerApps the dev & test versions are always there to go back to for further development, test, and bug fixes etc.
However, with Power Pages as they always start as 30 day trials (and then get deleted automatically) how do you go about keeping dev and test versions permanently to keep going back to. Is there a lower level entry point for licencing for dev & test Power Pages.
Note: My first (authenticated) Power Pages site is due to go live soon, so there maybe something obvious in the "making live" process that covers my question (I haven't found anything obvious in the user guide so far), so it made sense to ask before committing. I don't want to have to pay for a full licence just for dev when there will only be a couple of us dipping into the dev site from time to time (and a handful of testers) but we need to keep it available to continue working on as we add more features.

what we are doing and I guess most other Power Page creators as well is implementing a dev/test/prod environment. Starting your Power Page /Portal in the dev envr. You will need to convert those 3 pages to production to keep them.
A new feature which is in preview are pipeline for Power Pages. There are some issues with it and maybe you will need to reconfigure some settings but other than that it works. You will need to add the enhanced data model to your environments to use the new feature which is still in preview.

But to keep a best practice ALM the new pipelines are worth a try.
