I've 400 users and database is business Central and we are planning to use canvas apps to build an app, i know we will need 400 power apps premium licence but do i need seperate 400 business Central licences, one for each user?
I'm unable to find answer to my question.

I am not sure the actual respective of the question.
Let's say you have a DataSource (whatever it is), everyone needs a license to the Connector (if a premium is required),
and then its up to the Source to dictate if everyone needs a license to get to the data "legally" speaking
In this case, my answer is always ask the Source, AKA Microsoft Sales in this case.
My answer to you without know your scenario fully is Yes, they do.
