Professional Designers and/or Galleries/Showcases?

I'd love to know if there is a community for contractors/freelancers, as we'd love to build a pilot site, but would prefer to work with someone with design skill and depth, but with some real Power Pages experience (i.e. some experiences with the limitations, gotchas, etc.).

Should I be looking on Upwork or something like that?
