PowerPage Licensing

I am new to PowerPages. I trying to understand how it is licensed and it's very confusing. Below is a screenshot from the Mircosoft PowerPages pricing page:

I have an environment with 2 PowerPages which is going live, around 30 users will be using both the sites. Should I be purchasing 2 pack and be paying 400$ per month or is only one pack enough?

The above screenshot states that the license is assigned at the environment but the license itself says that it is 'for 100 users/site/month'.

It is quite confusing and I cannot see where I can assign the license for a specific site.

I really need help on this one.

In simple words, you can buy the pack (authenticated/ anonymous) but the license assignation is done only at the Environment level via the Power Platform admin centre.

You did somehow clarify that.
