'Apply Now' button
When I click this button it launches an old/dev web site.
I cannot for the life of me figure how to update this action.

I figure it out!!! Not sure how but there was an incorrect URL in my 'Site Settings'.
Here is the exact Portal solution I used:

Please provide more details, what is the portal type? where is your button placed? Perhaps if you could add a screenshot and more clarity. Then we can try to help
